Multiple Russian shelling attacks in the southern Ukrainian city of Kherson have resulted in the death of three people and injured at least a dozen, according to the region's governor, Oleksandr Prokudin. Kherson was recaptured by Ukrainian forces last year but has been continuously shelled by Russian forces from the opposite bank of the Dnipro river. The attacks occurred throughout the day, with a 68-year-old man and a 75-year-old woman being killed in separate strikes on the city.

Another person was killed in the town of Bilozerka, located west of Kherson. Eight people were hospitalized due to the shelling, causing partial power outages in the city. In a separate incident, Ukraine's air force downed one cruise missile and 16 Iranian-designed attack drones launched by Russian forces. Ukrainian energy supplier, DTEK Group, also reported damage to grid infrastructure in a frontline region. Kyiv has warned of potential increased air strikes against energy targets ahead of winter.

Meanwhile, Hungary has announced it will block the disbursement of the next tranche of military aid to Ukraine until guarantees are provided that Hungarian firms will not be blacklisted as "international sponsors of war." Additionally, Germany has stated that it will massively expand aid to Ukraine next year, particularly in preparation for the winter, as Russia is expected to exploit the needs of the people during the cold season. In another development, three Russian officers were killed in Melitopol, a Moscow-controlled Ukrainian city, in an explosion believed to be an act of revenge by local resistance groups.
