Russia has demanded actions, not promises, from the United States in order to revive the Black Sea grain deal. Last month, Russia declined to renew the deal, citing that not enough had been done to remove obstacles to its own food exports.

The United States has pledged to ensure food exports from Russia if the deal is revived, but Russia insists on actual fulfillment rather than mere promises. Western countries have accused Russia of using food as a weapon of war by quitting the Black Sea deal, which has resulted in global food price increases.

Russia argues that not enough grain was reaching the poorest countries and that Western sanctions have hindered its own food exports. The deal expired on July 17 and Russia is ready to return to the agreement once its conditions are met.
