The situation has been further complicated by the lack of an effective government response and the inability of NGOs to coordinate their efforts. The UN Refugee Agency (UNHCR) has said it is working to develop a strategy to address the crisis.

The growing hostility towards Black refugees in Tunisia is a clear sign of the profound economic and social malaise in the country. Unless the government takes steps to address the underlying causes of this anger, the situation is likely to worsen.
