During his visit, Biden will meet with General Secretary Nguyen Phu Trong and other key leaders to discuss ways to further deepen cooperation between the two countries. The primary focus of the discussions will be to promote the growth of a technology-focused and innovation-driven Vietnamese economy. Both nations are keen on expanding education exchanges and workforce development programs to strengthen people-to-people ties.

Additionally, combating climate change and increasing peace, prosperity, and stability in the region will be key focal points of the visit. Vietnam has expressed a desire to elevate its relationship with the United States and become a major partner. Earlier this year, Vietnamese Prime Minister Pham Minh Chinh and US Secretary of State Antony Blinken expressed their intentions to deepen ties between the two countries. Blinken expressed hope that this could happen in the coming weeks and months. However, Vietnam has been cautious in its approach, given the risk of antagonizing China.

Both the United States and Vietnam share concerns over China's growing strength and its maritime claims in the South China Sea. Upgrading diplomatic ties between Washington and Hanoi was pledged during Blinken's earlier visit to Vietnam. President Biden's visit to Vietnam follows his participation in the G20 summit in India.
