Switzerland a Major Hub for Russian Espionage in Europe, Says Annual Report by NDB

NDB, has published its annual report, revealing that Russia continues to have dozens of spies disguised as diplomats at its embassy in Bern and its mission to the United Nations in Geneva. The report further states that Europe-wide, Switzerland is one of the states in which the most Russian intelligence personnel are deployed under diplomatic cover. Although China is also believed to have dozens of spies at its diplomatic missions in Switzerland, their number is significantly less than Russia's.

NDB, has published its annual report, revealing that Russia continues to have dozens of spies disguised as diplomats at its embassy in Bern and its mission to the United Nations in Geneva. The report further states that Europe-wide, Switzerland is one of the states in which the most Russian intelligence personnel are deployed under diplomatic cover. Although China is also believed to have dozens of spies at its diplomatic missions in Switzerland, their number is significantly less than Russia's. The NDB report comes at a significant time, as the expulsion of Russian agents posing as diplomats, following the 2018 Skripal incident and last year’s invasion of Ukraine, has weakened Russia’s intelligence activities in Europe and North America.





However, their number has remained stable in Switzerland. Speaking to reporters, NDB Spokesperson, Alexandra Bouri, said: “We have seen that whilst other countries have been forced to introduce countermeasures, Russia has maintained its spying activities in Switzerland.” The NDB report notes that “at least a third” of the 220 people accredited as diplomatic or technical-administrative personnel at the diplomatic and consular representations in Geneva and Bern, are likely still active for Russian intelligence agencies.


Bouri explains that this is because of Switzerland’s role as host country to many international organisations. Switzerland’s Federal Department of Foreign Affairs (FDFA) has responded to the report, noting that the diplomatic status of foreign missions must be respected. However, they are looking into the NDB’s recommendations and will take appropriate measures if necessary. The NDB report clearly highlights that Switzerland is a hotspot for Russian espionage activity in Europe. Whilst the FDFA has made efforts to ensure that diplomatic status is respected, it’s important to be aware of the risks associated with such activity.
