Russian President Vladimir Putin has expressed openness to peace talks with Ukraine, stating that an African peace initiative could serve as a basis for ending the conflict. Speaking at a press conference after meeting African leaders in St. Petersburg, Putin acknowledged that some provisions of the peace initiative were being implemented, but others were difficult or impossible to carry out. However, he emphasized that a ceasefire could not be implemented while Ukrainian forces were on the offensive, launching a large-scale strategic offensive operation.

Putin also highlighted the need for agreement from both sides for the peace process to begin. The African leaders who met with Putin at the Russia-Africa summit also called for an end to the war in Ukraine. Moussa Faki Mahamat, the foreign minister of Chad and current African Union Commission chairman, stressed the importance of justice and reason as the basis for ending the conflict.

Denis Sassou Nguesso, the Congolese President, emphasized that the African peace plan deserved close attention and should not be underestimated. Other leaders, such as Macky Sall of Senegal and Cyril Ramaphosa of South Africa, urged de-escalation and constructive engagement to achieve peace.

However, Ukrainian President Volodymyr Zelenskiy has rejected the idea of a ceasefire that would leave Russia in control of a significant portion of Ukrainian territory.

Zelenskiy fears that a ceasefire would give Russian forces time to regroup after months of war and allow them to maintain control over nearly one-fifth of Ukraine. Nevertheless, Putin stated that there were currently no plans to intensify action on the Ukrainian front.

The possibility of peace talks remains uncertain, as both sides continue to hold their positions. While the African peace initiative has been proposed as a potential solution, implementing a ceasefire and reaching a mutual agreement are significant hurdles that must be overcome.

Ultimately, the hope is that through constructive engagement and negotiation, the conflict in Ukraine can be resolved and peace can be restored in Europe.
